As a patriotic young man who soon became enlightened to revolution, at age 19, the winter solstice was active in the Popular Front movement. In 1939, he joined the Indochinese Communist Party.

In 1941, he was arrested by the French colonialists and sentenced to 10 years in prison in Hoa Lo - Ha Noi. In March 1945, he escaped from prison and continued his revolutionary activities, joining Ha Dong Party Committee, directly leading the General uprising to seize power in Ha Dong. After August 1945, he was the Secretary of Ha Dong Provincial Party Committee. During the war against the French colonialists, Do Muoi took turns to undertake various tasks in the provinces of Northern Delta and Inter-Region III; Secretary of Ha Nam Provincial Party Committee; Secretary and Chairman of Nam Dinh Provincial Administrative Resistance Committee; Zone III cum secretary of Ninh Binh provincial Party Committee; Deputy Secretary of the Inter-Party Committee III and Vice-Chairman of the Inter-zone Administrative Resistance Committee III; Commissar of Inter-Region III Command; Secretary of the Red River Delta Conservation District and Chairman of the Administrative and Administrative Relief Committee of the Red River Delta Headquarters.

In 1955 he was Secretary of the Party Committee and Chairman of Hai Phong Military Command.

At the seventh plenum of the Central Committee (March 1955), he was elected as alternate member of the Central Committee of the Party Central Committee II.

In 1956, he was appointed Deputy Minister of Internal Trade.

In 1958, he was appointed Minister of Internal Trade. He is a member of the second National Assembly of the Democratic Republic of Vietnam.

In September 1960, at the 3rd National Congress of the Vietnam Workers' Party, Do Muoi was elected as a Member of the Central Committee of the Party.

From 1961 to 1969, he was in charge of the following positions: Chairman of the State Pricing Committee, Head of the Government Inspection Mission.

From 1969 to 1971 he was appointed Deputy Prime Minister, Head of Economic Office of the Prime Minister.

In 1971, he was elected as a Member of the 4th National Assembly, elected by the National Assembly as Deputy Prime Minister, Chairman of the Basic Committee. From June 1973 to November 1977, he was appointed Minister of Construction, Member of the V, VI.

In December 1976, at the 4th National Party Congress, Do Muoi was elected to the Central Executive Committee and alternate member of the Politburo Standing Committee held the position of Deputy Prime Minister for the 1976 term. -81.

In July 1981, he was a member of the 7th National Assembly and was elected the Vice Chairman of the Council of Ministers of the Socialist Republic of Vietnam.

In March 1982, at the 5th National Party Congress, he was elected to the Central Committee, Politburo member continued to hold the position of Vice Chairman of the Council of Ministers.

In December 1986, at the 6th National Party Congress, he was elected to the Central Executive Committee, Member of the Politburo and Standing Member of the Secretariat. He was a member of the 8th National Assembly.

In June 1988, the VIII National Assembly elected the Chairman of the Council of Ministers.

At the Seventh and Seventh National Congress, Do Muoi was elected to the Central Committee, Politburo Member and Secretary General of the Party Central Committee (6-1991 - 12-1997). ). He was a member of National Assembly IX.

In December 1997, Comrade Do Muoi was appointed by the Central Party Committee (term VIII) to be the Advisor to the Central Party Committee.
